Under section 34(2A) of the Environmental Protection Act 1990 you have a duty to take reasonable steps to make sure your household waste goes to somebody authorised to take it. If it is later fly-tipped and you cannot show you checked, a council can issue a fixed penalty of up to £600, even though somebody else did the dumping. Checking the register is what discharging that duty looks like.
