Carrying waste moves into the permitting regime in 2027
Regulations made on 22 July 2026 (SI 2026/873) add 'a waste controlling activity', 'a waste controlling-transporting activity' and 'a waste transporting activity' to the classes of regulated facility in regulation 8(1) of the Environmental Permitting Regulations 2016, and provide that Part 8 of the Waste Regulations 2011 'ceases to have effect in relation to England'. Both come into force at the end of 21 July 2027. Regulation 28 then sets staggered dates by which carriers registered under the old system must hold a permit or be registered for an exempt activity.
