When the Environment Agency may refuse a registration
Regulation 29 of the Waste (England and Wales) Regulations 2011 says registration may be refused if, in the Environment Agency's opinion, it is undesirable for the applicant to be authorised, and the applicant or another relevant person has been convicted of a relevant offence. The listed offences range from theft and scrap metal offences to sections 33, 34 and 34B of the Environmental Protection Act 1990. A refusal must be notified in writing with reasons.
