One of the four conditions in the rewritten entry 9 of Schedule 1 to the Controlled Waste (England and Wales) Regulations 2012 is that the waste is not from construction or demolition works, including preparatory works, for which payment has been or is to be made. Councils police it at the gate. Oxfordshire's policy says staff may refuse a load they believe is commercial, or ask for a declaration of household waste form that the council keeps on record.
