Tyres and liquids are not landfill waste
Schedule 10, paragraph 5(1)(b) of the Environmental Permitting (England and Wales) Regulations 2016 requires the regulator to exercise its relevant functions so as to ensure compliance with Article 5(3) of the Landfill Directive. That article lists wastes not to be accepted at a landfill. Among them are liquid waste and used tyres, whole or shredded, excluding bicycle tyres and tyres over 1,400mm in outside diameter.
