The parking bay is a second permission

A skip permit does not suspend a parking bay. Hackney Council says approval must also be given if parking needs to be suspended when a skip is put in place. Sandwell Council levies a charge for occupancy where a skip affects a pay and display or marked bay, arranged through its parking contractor, and the skip permit is still needed as well. Brighton and Hove City Council makes the licensee pay the full suspension fee where a suspension was not obtained.
