Councils set their own insurance floor for skip firms
Public liability cover is a condition set locally, not by the Highways Act. Brighton and Hove City Council's licence conditions require cover of not less than £10 million. Sandwell Council asks skip companies applying to join its approved list for proof of public liability insurance to a minimum of £5 million, together with a signed declaration, and reviews the information annually. Asking a skip firm for its certificate is a fair question.
