A skip on the road needs the highway authority's permission

Section 139 of the Highways Act 1980 says a builder's skip must not be deposited on a highway without the permission of the highway authority for that highway. Depositing one without permission is an offence under section 139(3), and the maximum fine is level 3 on the standard scale, which section 122 of the Sentencing Act 2020 sets at £1,000. Councils call the permission a skip permit or a skip licence, and both mean the same thing.
