The council or a police officer can move the skip

Section 140 of the Highways Act 1980 applies even to a skip that was placed with permission. The highway authority, or a constable in uniform, may require the owner to remove or reposition it, and may remove or reposition it themselves. Where a skip is removed and the owner cannot be traced, or does not recover it after being notified, the authority may dispose of the skip and its contents, and recover its reasonable costs from the owner.
