Its advice is to have the waste ready before the skip arrives, and to keep the skip on site for the shortest time possible. A skip standing on a public street overnight is open to anyone walking past, and Sandwell Council's conditions still make the skip owner responsible for a level load and for nothing falling onto the highway.
