Bins in a house in multiple occupation are the manager's duty

Regulation 9 of the Management of Houses in Multiple Occupation (England) Regulations 2006 requires the manager to ensure that sufficient bins or other suitable receptacles are provided, adequate for each household in the house, and to make any further disposal arrangements needed given what the local authority collects. Failing to comply with the management regulations is an offence under section 234 of the Housing Act 2004, punishable on summary conviction by a fine at level 5 on the standard scale, or by a financial penalty of up to £40,000 imposed by the local housing authority instead.
