Carrying waste with a view to profit without registering
Section 1(1) of the Control of Pollution (Amendment) Act 1989 makes it an offence for a person who is not a registered carrier of controlled waste, in the course of any business of his or otherwise with a view to profit, to transport controlled waste to or from any place in Great Britain. Section 1(5) sets the penalty on summary conviction as a fine not exceeding level 5 on the standard scale.
legislation.gov.uk (The National Archives), Control of Pollution (Amendment) Act 1989, section 1: offence of transporting controlled waste without registering, version in force at 4 September 2026. Read 2026-09-04. Who is allowed to take your things away explains this in full.
What the register settles, and what to ask the firm
We publish the register. Here is where it stops.
It does tell you
- That the business is registered to transport waste
- Which tier the registration sits in
- When the registration expires
It does not tell you
- That the work will be done well
- Anything about complaints, insurance or disputes
- That anyone has inspected their vehicles or staff
