Regulation 4 of the Separation of Waste (England) Regulations 2025 provides that sections 45AZA and 45AZB do not apply to arrangements for collecting waste from businesses which are micro-firms until 31 March 2027. A business is a micro-firm if its full-time equivalent employee number was less than ten when those Regulations came into force on 31 March 2025. Defra guidance says the count covers the whole business rather than one site, and that volunteers, contractors and self-employed workers are not counted.
