The line falls in a place people do not expect. Oxfordshire's policy treats baths, toilet pans, kitchen units and worktops, wash basins, radiators, doors, window frames, plasterboard, sheet glass, fence and shed panels, roofing felt and tiles, and soil and rubble as do-it-yourself waste, chargeable above the free allowance. Tyres and asbestos are charged as well and sit outside the allowance altogether.
