Asbestos: a licence, and it is not the register
Regulation 8(1) of the Control of Asbestos Regulations 2012 says an employer "must hold a licence granted under paragraph (2) before undertaking any licensable work with asbestos". Regulation 2(1) defines licensable work to include work on asbestos coating, and work where exposure is not sporadic and of low intensity. That licence comes from the Health and Safety Executive. Registration on the Environment Agency's carrier register is a separate thing and is not a licence.
