Half of one borough's penalties were duty of care ones
Sandwell Council reported on 26 February 2026 that enforcement since October 2025 had produced 20 fixed penalty notices totalling £12,200, covering littering, fly-tipping and breaches of the householder's duty of care. Ten of the 20 were for duty of care breaches. Six further cases were pending prosecution, either for unpaid penalties or for more serious offences. The council said its fly-tipping fixed penalty is £1,000.
