The pavement and the grass verge are not free space

Sandwell Council says skips should normally go on the carriageway, and that where permission is given to place one on a footway or grass verge the surface must be protected by an agreed method such as battens or plywood underneath, with the skip owner held responsible for any damage caused. Surrey County Council requires a 1 metre pedestrian walkway in the carriageway, properly protected and signed, where a footway is obstructed.
