Carrying waste and keeping it are separate things

Registration as a waste carrier is about transporting waste; keeping, sorting, treating or disposing of it is a separate question. The Environmental Permitting (England and Wales) Regulations 2016 provide that a person must not operate a regulated facility 'except under and to the extent authorised by an environmental permit' (regulation 12(1)(a)), and a waste operation is one class of regulated facility (regulation 8(1)(c)). Environment Agency guidance says a permit may be needed 'if your business uses, recycles, treats, stores or disposes of waste'.
