Scrap metal is a different licence, issued by the council

The Scrap Metal Dealers Act 2013 runs alongside the waste carrier register rather than inside it. Section 1(1) says no person may carry on business as a scrap metal dealer unless authorised by a licence under the Act, section 2(1) says that licence is issued by a local authority, and section 2(5) says a collector's licence “authorises the licensee to carry on business as a mobile collector in the authority's area”. A council licence does not appear on this register.
