He told police he was registered. He was not

The Environment Agency reported in November 2020 that a man stopped by police in Chiswick, driving a van loaded with household and garden waste and metal, told officers he was a registered waste carrier but did not have the paperwork on him. He could not name the company employing him and had no documents confirming his occupation. Ealing magistrates fined him £720, with £3,709.23 in costs and a £72 surcharge. The costs came to five times the fine.
