Hours of darkness has a fixed legal meaning

Section 139(4) of the Highways Act 1980 requires a skip on the highway to be properly lit during the hours of darkness, and section 329 of the same Act defines that as the time between half an hour after sunset and half an hour before sunrise. Highway authorities set the detail. Surrey County Council requires four yellow lamps fixed securely to the skip, one to each corner, with a further lamp between each traffic cone.
