8,000 penalties for the household duty of care in a year

Defra's fly-tipping statistics for England, updated in February 2026, record 69,000 fixed penalty notices issued by councils in 2024/25. Of those, 8,000, or 12 per cent, were for fly-tipping in relation to the household duty of care. The release notes that councils and the Environment Agency were given the power in January 2019 to issue such penalties where a householder passes waste to a carrier who is not registered.
