Who the Act treats as the skip's owner
The duties in section 139 of the Highways Act 1980 fall on the owner of the skip, and section 139(11) says that where a skip is hired under an agreement of not less than one month, or is the subject of a hire purchase agreement, the owner is the person in possession of it under that agreement. The same subsection defines a builder's skip as a container designed to be carried on a road vehicle and placed on a highway or other land.
