The fixed penalty for a householder's duty of care

Section 34ZA of the Environmental Protection Act 1990 lets an enforcement authority in England offer a fixed penalty in place of prosecution where a person appears to have failed to comply with the section 34(2A) duty. The amount is what the authority specifies, or £200 if it specifies none, and it must not be less than £150 or more than £600. No proceedings may be brought for 14 days after the notice, and payment within that period prevents conviction for the offence.
